

Quality Management is the process of ensuring that the project will satisfy the needs for which it was undertaken. Quality is a factor critical to the success of
the project. Quality Management is achieved through the formulation of a quality policy and subsequent continuous application of quality planning, quality control, quality assurance, and continuous improvement throughout the project.
It is ACE's Philosophy to implement a fully functional Quality Management System (QMS) within its Integrated Management System that:
Delivers a common and consistent approach to Quality Assurance and Quality Control. |
Meets the requirements of the customer and key stakeholder expectations. |
Ensures the technical integrity of the work through the use of documented processes. |
Is in accordance with applicable elements of ISO 9001:2008. |

ACE's Quality Assurance Director is responsible for the overall policy and direction of Quality Management in the company. Individual Managers are the owners of specific procedures within the company. Each of ACE's projects has a responsible Quality Assurance/ Quality
Control (QA/QC) Manager who is responsible for the day-to-day management of quality issues. However, it is ACE's philosophy that every employee is responsible for quality.
Effective quality management on the project will be achieved by the application of specific procedures, checklists, records, and coordination. This includes defining responsibilities and duties, implementation of project planning and review, appropriate verification of project work, corrective action procedures, and a planned quality audit schedule. These procedures generate quality records as evidence of the quality achieved. ACE already has its own procedures for Design Control and Construction Supervision. These will be adapted as necessary to suit the particular contract requirements.
ACE will provide Quality Assurance (QA) through planned audits, daily monitoring, and scheduled inspections to verify the effectiveness of the contractors' and their own Quality Control (QC) procedures and assure that the quality and contract requirements are achieved. ACE will verify that the contr. Jctor's QC is working effectively and that the resultant construction complies with the quality requirements established by the contracts. Internal audits will verify that the ACE site supervision teams and design teams are carrying out their work in compliance with the contract, other customer requirements, and ACE's own internal procedures.
ACE will prepare and issue its Quality Assurance Plan at the outset of the project. This will allow for thorough checking of the contractor's activities and compliance with the contractor's quality plan. The final detail will partly depend upon the contents of the contractor's quality plan and the confidence levels generated by it, although the fundamentals will be unaffected. This quality Assurance plan will include all of the details of ACE's internal checking procedures of its own activities.

ACE's Quality activities will be managed by the QA/QC Manager. The QA/QC Manager will have full authority to institute actions necessary for the successful implementation of the QA/QC program to ensure compliance with the contract plans and technical specifications (including stop-work authority). Although he will be part of the ACE Management Team, he will also be responsible for the company's Quality Assurance Director for this.


ACE will carry out the design and prepare working drawings and detailed specifications in accordance with the defined design stages. Any necessary design and calculations will be checked in accordance with ACE's normal Design Control Procedures (AQP04).
The ACE Resident Engineer and his team will undertake regular daily observations of work and will undertake detailed inspections of completed sections of work as appropriate. ACE will establish hold points either of its own recommendation or in accordance with the specification requirements. These will be identified in the Consultants Quality Assurance Plan.
The Resident Engineer will not accept any work that does not comply with the contract documents. If it was felt that such a thing should be considered it would always be referred to the client with an appropriate recommendation.
Inspection of the works will generally be carried out using a comprehensive Check List appropriate to the works being checked. The inspection of the works may also, be done on random sampling provided the Contractor has established that it has satisfactory and reliable Quality Assurance System in place through successful operation of its quality plan. The checklists will be developed by the Resident Engineer. Inspection of the Works will also be controlled by creating Hold Points and Witness Points at the outset of the Construction Works. The Contractor would be required to submit an Inspection Request for each Hold Point. The Witness Point is to be inspected by the Contractor's QAIQC Engineer and initialed by him at the site as the works progress. The ACE Team will make random verification inspection of the Witness Points and ensure that the Contractor's QAIQC Engineer is adhering to the set acceptable procedure.
Arrangements will be made for the evaluation of materials submitted for inspection. The team will also check the contractor's own testing activities and where appropriate make recommendations for the third-party testing.

The ACE Resident Engineer and his staff will prepare daily reports of the site inspections. All inspection reports will be submitted to the Resident Engineer for
review and comment before submission to the client. ACE will submit formal reports to the client on a weekly and monthly basis which will include a report
on progress and quality, health, and safety. Detail of what is included in the weekly report compared with the monthly report will be agreed upon with the client before the works contract commences. The QA/QC manager will be responsible for collating all of the test results, daily reports, Contractor's reports, audit reports, and other quality reports and ensuring these are compiled into the overall report. All formal record keeping is the responsibility of the QA/QC Manager.

The team will also ensure that the Works are handed over, either in whole or in sections, as required by the contract with any defects clearly identified and
recorded, in an orderly professional manner with written evidence of acceptance and ongoing liability by both parties, together with an agreed plan for rectification. At each handover, the Resident Engineer will ensure that Tests on Completion and surveys, if any, as stipulated in the contracts are carried out to verify that the Works have been constructed by the Contractor in strict accordance with the specifications and drawings and no identifiable defects are carried over. All of this work will be carried out in accordance with ACE's own site supervision procedures. As a prerequisite to handover, the Resident Engineer and his team will check as-built drawings for accuracy, completeness, and compliance to specification.

The ACE team will promote continuous quality improvement by setting up formal Review Learn and Improve sessions to analyze "what went well" and "areas for improvement" on selected activities. The client's staff will be invited to contribute. The results of these sessions will be recorded and published to other interested parties.
